If for some unexplained reason the Lockhart, the Colonial Secretary, has addressed to me a query regarding Hong Kong, and to which I am to respond, I observe that the Colonial Regulations are adhered to in every Colony except Hong Kong, which I regret to say is the most careless and slovenly in its official correspondence of all.
